25 words or less - count of words

Hi im a new member and was just wondering with the 25 word or less do they count 1 and 2 letter words as a word i know that sounds soo stupid but words like a and to please give me a hand as im a little confused.

a single word counts as one word

it's ( could be taken as one or two words it depends on the judges so need to be careful there)

From the book "How to Win Competitions " written & just recently released by 1 of our members it is judged as a word or if you use double digits say 54 it becomes fifty-four but the hyphen is ignored so becomes 2 words . Hope that helps frugiebaby& welcome .
